The Exiles were formed in Southern California during the early 1990s by English guitarist Sean Manning and vocalist Paul Rafferty, with both musicians coming from the British rock tradition. Manning had connections with Hurricane, Little Women and the Los Angeles scene surrounding Rowan Robertson, while Rafferty was the original vocalist of Bonham. The band became active around Hollywood, playing venues such as the Troubadour and Whisky a Go Go, with Paul Andrew Stanley on bass and Terry Mascall on drums completing the classic line up. "Turning Time" revisits material originally released in 1996 under the name Sean Manning & Paul Rafferty, The Exiles.
"Turning Time" presents fifteen songs shaped by classic rock, blues rock and soul, with Manning handling guitars and additional vocals while Rafferty provides the lead vocals. The production combines recordings from the 1990s with later studio additions, bringing together Hammond organ, piano, strings, harmonica, flute and keyboards. The sound has a distinctly British rock character, with Led Zeppelin, Free, Bad Company, Faces and early Rod Stewart influences appearing across the material. "Richmond Castle Walk" adds orchestration and a prominent Led Zeppelin connection, while "Soul Woman", "Ain't No Fool" and "Soul Has No Home" move toward blues and soul territory. The songs have an old school rock construction, built around guitar riffs, expressive vocals and classic keyboard colors. The extended revision gives the release a broader shape than its original form, with the additional songs expanding its range. The production remains rooted in its period, while the later additions give the material a more complete presentation. "Turning Time" is a substantial classic rock release with enough variety to avoid becoming one dimensional, though its appeal remains firmly tied to this particular style.
